New Reporting structure for COI Recommendations

Premier of the Virgin Islands Honourable Dr. Natalio D. Wheatley has launched a new approach for reporting on the progress of the implementation of the Commission of Inquiry (COI) recommendations.

Premier Wheatley stated in his update on current matters yesterday July 25 that the new approach is dubbed, “A Virgin Islands Modern Governance Approach, Government Business at its Best.”

The Premier said the Government of the Virgin Islands’ intention through the reform process is to generate meaningful and transformative results that permeate all government processes and institutions.

He added, “We are setting up structures and practices to ensure that we continue not only to do things right but to keep doing things in a better way. We are seeking to ensure that the COI Implementation Framework grows into something deeper and more meaningful as we shift into completion mode.”

Premier Wheatley also explained that the new approach to reporting will transcend providing updates on the COI implementation progress, and will reflect the Government’s holistic approach to development, undergirded by its commitment to optimal performance and service to the people of the Virgin Islands.

The Premier said, “The “Government Business at its Best” initiative seeks to communicate the greater achievements of the Government to not only action recommendations but also demonstrate actions to effect change and create new policies.”

Premier Wheatley said the initiative will be highlighted through 10 key messages namely:

  1. Inclusion
  2. Easier Access to Services
  3. Greater Enforcement
  4. Enhanced Safety and Security
  5. Effective Communication
  6. Socio Economic and Political Stability
  7. Value for Money
  8. Continued Accountability
  9. Greater Transparency
  10. Building Capacity

At the end of June 2023, work had begun on 49 of the 50 COI recommendations. Twenty-four of these recommendations have been completed, while the other 25 are in progress, several of which are at an advanced stage. The recommendations are currently divided into 131 actions, 76 or 58% have been completed.
